Global Pharma Company – Analgesic Product Relocation
A global pharmaceutical company needed to relocate the manufacture of an analgesic product from Asia to a European site. The move was driven by concerns over single-site sourcing and the potential impact of future tariffs. Although the client had internal resources available, the sensitivity and scale of the project led them to seek external support. Epsilon was appointed on short notice to fast-track the initial feasibility and provide an independent assessment.
Within one week of instruction, Epsilon's team was on-site in Asia conducting an in-depth evaluation.
Objective
To prepare a detailed technical and costed relocation plan that would support a high-level go/no-go decision by both the client's Board and the receiving site's leadership team.
Approach
Although the manufacturing process and equipment were already well understood, initial work focused on throughput modelling to define batch sizes, output capacity, equipment needs, and spatial requirements.
Epsilon then developed a comprehensive 85-page report and appendices covering all aspects of the proposed relocation, with capital cost estimates accurate to within 25% for a potential £28 million investment.
Scope of Work
- Defined process and throughput requirements
- Evaluated three potential site options within Europe
- Assessed rate-limiting steps and equipment sizing
- Developed man/material movement strategies
- Cleaning and containment approach
- Preliminary production room layouts
- Plant room layouts
- Architectural and structural fit-out strategy
- Foundation and drainage considerations
- Waste stream planning, including wastewater
- Utility requirement analysis and upgrade proposals
- Agree codes and specifications
- Risk analysis
- Business continuity planning (phased approach)
- Drafted programme timelines
- Mechanical design and supporting drawings and specifications
- Electrical design and supporting drawings and specifications
- HVAC strategy (ACH, classification, fresh air, recirc, etc.)
- Hazardous area classification and impact review
- Equipment requirement specification
- High-level project cost modelling
- Preliminary project schedule
Outcome
Epsilon delivered a comprehensive technical and financial feasibility report that enabled senior decision-makers to move forward with confidence. The report served as a solid foundation to progress the full business case and initiate project funding for a major £28 million relocation programme.
